CALL FOR TENDERS FOR THE PROVISION OF SERVICES OF CONSULTANCY ON CYBERCRIME AND ELECTRONIC EVIDENCE

This tendering procedure is an international call for tenders. It aims at concluding a framework agreement with up to 80 consultants with specific experience of cybercrime and electronic evidence, divided into 8 lots, with a view to establishing the terms of the subsequent call-offs for the provision of consultancy services, corresponding to the needs of the Council of Europe for the projects managed by the Cybercrime Division — through its Cybercrime Programme Office of the Council of Europe (C-PROC).

Consultancy services on cybercrime and electronic evidence are divided into 8 lots:

1. Legislation on cybercrime and related issues (child protection, data protection, terrorist use of information technology, money laundering, telecommunication regulations);

2. Cybercrime and cybersecurity policies and strategies;

3. Strengthening of specialized cybercrime units and interagency cooperation;

4. Law enforcement training on cybercrime and electronic evidence;

5. Judicial training on cybercrime and electronic evidence;

6. Financial investigations and prevention of online fraud and money laundering;

7. Public/private cooperation, cybercrime prevention and cybercrime reporting systems;

8. International cooperation.

Modifiche al reato di corruzione tra privati previsto dall’art 2635 c.c.

E’ stata pubblicata sulla Gazzetta Ufficiale n. 204 del 1° settembre 2016, ed è in vigore dal 16 settembre 2016, la Legge 12 agosto 2016, n. 170 (Delega al Governo per il recepimento delle direttive europee e l’attuazione di altri atti dell’Unione europea – Legge di delegazione europea 2015).

Dei 21 articoli di cui si compone, l’art. 19 delega il Governo ad apportare – entro tre mesi dall’entrata in vigore – modifiche al reato di corruzione tra privati previsto dall’art 2635 c.c. e alle sanzioni previste a carico dell’ente dall’art 25-ter D. Lgs. 231/2001.

Launch of the ECSG
The European Cards Stakeholders Group (ECSG), is happy to announce today the creation of this new multi-stakeholder association dedicated to the promotion of card harmonisation in the Single Euro Payments Area (SEPA). Built on the foundations of the Cards Stakeholders Group (CSG), which was created by the EPC in 2009 and has now reached maturity, the ECSG is taking over the CSG’s mission. The transformation of the CSG into the ECSG, with the formal legal status of an international not-for-profit association, reinforces the commitment from the five industry sectors which were already represented in the CSG:
— the retailers/wholesale
— the vendors (cards, payment devices, related IT systems)
— the processors of card transactions
— the card schemes
— and payment service providers, represented by the EPC
In total, the ECSG gathers 32 organisations, plus four observers, including the European Commission and the European Central Bank, which have supported the creation of this new association.
The main mission of the ECSG is to develop and maintain the SEPA Cards Standardisation Volume (the Volume), a key document for the card industry, defining guidelines for card standardisation, interoperability and security in Europe. In addition, the ECSG will promote conformance to the Volume, which is a self-regulatory initiative.

Il parere della BCE sull’intervento di riforma delle banche di credito cooperativo italiane

La Banca Centrale Europea (BCE), in conformità con i compiti ad essa attribuiti dagli articoli 127(4) e 282(5) del Trattato sul funzionamento dell’Unione europea (TFEU) e dall’art. 2(1) della Decisione del Consiglio 98/415/CE, ha appena pubblicato la propria opinione sullo schema predisposto dalla Banca d’Italia recante le disposizioni di attuazione della riforma delle banche di credito cooperativo approvata dal Parlamento nell’aprile scorso (i.e. decreto-legge 14 febbraio 2016, n. 18, convertito con legge 8 aprile 2016, n. 49)
